The glitter tutorial I've been promising to make for quite a while!
As I point out in the beginning, most of my technique is based on Greg Martin's excellent tutorial on making a starfield, which you can read here, just adapted slightly for creating glitter. I used this same method in Thirteen O'Clock.

Photoshop CS2 used here, but it works in versions as early as 5.5
